Little Rock City Attorney Tom Carpenter wrote an order allowing volunteer members of the city boards and commissions to take advantage of business of the city, if the company has won competitively or, if only one bidder by explicit the city for approval.

Here is the proposal.

I don't know how, but I wonder if more is needed to try the full possible disclosure of potential conflicts on a part of the Council and the immediate family members?
